A vintage grinding wheel dressing tool by Gardner. 

Size 3/4" wide wheel... length 4"... mount hole 1/2"... weight 3.3 lbs.

As found used estate tool with sharp teeth, spins - two outside teeth are missing, as seen in first photo.
