Codman Vintage Medical Tool Flexible Copper 23cm Markings

A vintage older medical tool by Codman. I have no idea what this is for - the shaft is flexible copper (or bronze) that can be shaped and once plated with chrome or nickel. The shaft is marked 1cm through 23cm.
